Under the Israeli-imposed system of closure and the permit regime, millions of Palestinians with PA IDs cannot enter Jerusalem without an Israeli entry permit, which is hard to obtain and even when granted, allows entry to the city only for very narrowly defined purposes and times. Here we estimate the numbers of Palestinians shut out of their city.
